As I had stated in my <br />earlier letter dated August 31, 1999, the Anoka Conservation District (ACD) generally <br />discourages the vacation of easements because of the confusion and setting precedence <br />for other residents. We feel this applies to everyone and not to just the above residence. <br />I wanted to ensure the council that no wetlands were impacted by the placement of the <br />hockey rink. <br />The hockey rink is not diminishing the storage of the current stormwater pond. It could <br />be an issue if future uses dictate that more stormwater ponding is necessary in the area. <br />One possibility is to have a conditional use permit for the hockey rink until future need <br />dictates otherwise. <br />The ACD is committed to providing more information to prospective landowners in order <br />to prevent conflicts between their wishes and the constraints of the property (i.e. <br />wetlands, easements, etc.). We believe it would be helpful for prospective buyers to <br />know what exactly they can and can not do within these easements prior to purchasing <br />the property. Having them initial the lot survey or other similar document that shows <br />where easements are located and the restrictions within these easements could possibly <br />facilitate this.
