<br />Park Board <br />March 4, 2026 <br />pg. 3 <br /> <br /> <br />DRAFT MINUTES <br /> <br />Mr. DeGardner stated this is a significant change to Sunrise Park and we should reach- <br />out for residents' feedback. <br />The Park Board consensus is they are in favor of the new ball field if the off-street <br />parking is addressed. <br />Mr. DeGardner discussed that there is another group besides CLLL that would like to use <br />Sunrise Park for baseball games. Mr. Mahr discussed how much CLLL has invested in <br />Sunrise Park. He stated Friday the fields are mostly open for other teams to use. <br />Mrs. Schmidt stated she doesn’t want to see other groups shut out. When it’s time for a <br />bigger discussion, she would like to hear from the other group. I would like to keep this <br />in mind when City Hall Park is built out. <br />Mr. DeGardner stated he has asked each group to provide data on how many Lino Lakes <br />residents are registered. <br />Mr. Gooder asked if the middle school ball fields could be used. Mr. Mahr replied CLLL <br />hasn’t used those fields. <br />Mr. Huelman inquired what condition the Birch Park field is in. Mr. DeGardner replied <br />Birch Park is considered a truly neighborhood park and the parking is very limited. <br />7. DISCUSSION ITEMS <br />A. New Pheasant Hills Playground Equipment <br />Mr. Rick DeGardner, summarizes the Pheasant Hills Playground equipment (originally <br />installed in 1996) is scheduled to be replaced this Spring. The Parks Department staff <br />will take care of the removals of the existing equipment, border, and pea gravel. The <br />configuration of the play area will be slightly enlarged with new concrete edging <br />installed by the Parks Department. A certified playground installer will assist the Parks <br />Department with the installation. <br />Mr. Gooder asked whether the playground includes handicap accessibility. Mr. <br />DeGardner replied that it does; with the use of wood fiber surfacing, the entire <br />structure is ADA accessible. <br />Mr. Gooder asked whether the proposed color scheme has been used at other parks <br />throughout Lino Lakes. <br />Mr. Huelman likes the color scheme but mentioned the park equipment could get <br />warm. Pheasant Hills Park benefits from tree cover, which helps with shading. <br />Mrs. Schmidt asked what’s the price for shading equipment? Mr. DeGardner replied, do <br />you have a particular park in mind, noting that costs can vary depending on the park. <br />Page 4 of 8
