• <br />AGENDA ITEM 5A <br />STAFF ORIGINATOR: Marty Asleson <br />DATE: Marchl3, 2000 <br />TOPIC: DNR Collaboration "Integrating Natural Resource Guidance to Enhance <br />Smart Growth in Wildland -Urban Interface Communities" <br />BACKGROUND: <br />The Minnesota Department of Natural Resources has matched funds with the US Forest <br />Service to implement a program called "Integrating Natural Resource Guidance to <br />Enhance Smart Growth in Wildland Urban Interface Communities ". There is a total of <br />$105,000 to be used for working with one or two local units of government. There are <br />two units of government that have been approached. These cities are the City of Lino <br />Lakes and the City of Hugo. The purpose of this project is to work collaboratively with <br />the two units of government to develop land development and management tools, which <br />better incorporate natural resource conservation goals. Natural resource assessment <br />and policy /plans will be addressed at the "landscape scale ", covering the whole <br />jurisdiction of the cites. A component of the program that has to do with subdivision <br />design will be a part for one city. Since we have been through this process, the city of <br />Hugo will be a host to this part of the project. GIS inventory will be addressed. This is a <br />good opportunity to evaluate and enhance our present inventory. Another part of this <br />program is to develop a guidebook to assist small acreage landowners in their resource <br />management decisions. This project will address issues that the Lino Lakes inventory <br />and Management Plan left open as future goals. Assistance with policy and code <br />language that is relevant to conservation development is one of those goals. <br />I have attached some information from the DNR and a timetable of the project. The <br />project would start now and proceed through the middle of 2001. <br />OPTIONS: <br />1. Provide an endorsement for the collaborative program outlined above between the <br />City of Lino Lakes and the Minnesota DNR and pass Resolution No. 0 0 -2 9 <br />2. Do not participate in this project. <br />RECOMMENDATION: <br />Option 1. <br />• <br />
