AGENDA ITEM 6E <br />® STAFF ORIGINATOR: John Powell, City Engineer <br />• <br />• <br />COUNCIL MEETING DATE: May 8, 2000 <br />TOPIC: Project Update, Otter Lake Service Road <br />VOTE REQUIRED: No action required <br />BACKGROUND: <br />This project would provide traffic circulation and utility access for the properties located <br />to the southwest of the new Otter Lake Road/ Main Street intersection. Access to the <br />property on the south side of Main Street will be provided by this service road. The <br />proposed improvements include sanitary sewer, watermain, storm sewer, and roadway <br />construction. <br />The City agreed to delay construction of the proposed improvements to allow Mr. <br />Schreier time to prepare a development concept, including proposed roadways, <br />consistent with his needs and priorities. We now have a need to construct the <br />improvements in order to provide infrastructure for the proposed bank on the southwest <br />corner of Otter Lake Road and the service road. <br />In response to a request from Mr. Schreier, the City Council delayed commencement of <br />the plans and specifications for this project at the April 24, 2000, meeting. After meeting <br />with Mr. Schreier, and other nearby property owners, City staff is recommending the <br />following: <br />1. Only the improvements north of, and abutting, the proposed bank site will be <br />constructed at this time. This will consist of about 300 feet of roadway and utility <br />construction. <br />2. The City will prepare plans and specifications for these improvements. <br />3. Mr. Schreier will be allowed to contract for, and construct, the improvements as a <br />"developer installed" project. <br />4. The improvements will be turned over to the City after completion and acceptance. <br />RECOMMENDATION: <br />No action requested. If the City Council does not object, City staff will proceed <br />consistent with the above recommendation. <br />
