COUNCIL MINUTES APRIL 24, 2000 Staff advised a scope of the 35E study will be presented at a May, 2000, Council work session. The study regarding the connection will be done this summer. Staff advised they are hesitant to pursue a new corridor through undeveloped property. Council Member Carlson stated that homes will not be built to close to the road if a road is developed through underdeveloped property. She stated she will support the study but noted the study needs flexibility. Staff reviewed the advantages of using existing roadways to create a new route. Mayor Bergeson inquired about any obligation with approving the study. Staff advised the City is not obligated to the study. The City will be obligated to study a new route. Council Member Reinert moved to adopt Resolution No. 00 — 46, as presented. Council Member Dahl seconded the motion. Motion carried unanimously. Resolution No. 00 — 46 can be found in the City Clerk's office. PUBLIC HEARING, FIRST READING, Ordinance No. 99 — 17,Oak Brook Peninsula Easement Vacation (4/5 Vote Required), John Powell — Staff advised this item was continued at the March 27, 2000, City Council meeting. The parties involved hkad agreed to mediation through Anoka County. The mediation effort on this specific iss with Mediation Services of Anoka County was discontinued. However, a judge has ordered rdiatioa oof another litigation issue involving the same parties. Staff understands that the hockexrinl zr flex ill again be discussed as part of this other mediation. Mayor Bergeson opened the public hearing at 7:45 p.m. Council Member Dahl moved to continue PUBLIC HEARING, FIRST READING, Ordinance No. 99 — 17, Oak Brook Peninsula Easement Vacation to the May 22, 2000, Council meeting. Council Member O'Donnell seconded the motion. Motion carried unanimously. UNFINISHED BUSINESS Goal Setting Survey, Dan Tesch — Staff advised a meeting was held with the consultant regarding team building. A survey is being developed regarding Council priorities and goals. Discussion of Monopoles, Dan Tesch — Staff advised a discussion regarding monopoles within the City will be held at the next Council work session. A request has been made regarding free standing monopoles. 11
