The council discussed the involvement of state legislators and 45 <br />how that could be helpful. 46 <br /> 47 <br />6A) Marshan Meadows Second Addition – City Planner Larsen reviewed the reques t 48 <br />before the council to approve a variance from the Shoreland Overla y District, a 49 <br />preliminary and final plat (already done once in the past but not recorded), and a 50 <br />development agreement for a one property development. The lot is being parceled off by 51 <br />the property owner. She indicated on a map the proposed location of a home on the new 52 <br />lot, indicating that the variance is appropriate because it is necessary due to outdated 53 <br />language in the city code. The Planning and Zoning Board does recommend approval of 54 <br />the variance and plat (they do not consider the development agr eement). There is some 55 <br />concern in the neighborhood about a five foot additional allowance on the lot but it is 56 <br />appropriate under the city regulations. Council Member Rafferty indicated that he’d 57 <br />prefer that the restrictions be the same as for other hom es in the area, however, he 58 <br />understands staff’s explanation of that situation. 59 <br /> 60 <br />6B) 21 st Avenue Street and Utility Improvements – City Engineer Wedel showed the 61 <br />project area on a map and indicated that the project has been under consideration for a 62 <br />couple of years and will facilitate the Park and Ride planned for the area. With a pre -63 <br />agreement for costs in place, no feasibility study is needed. A joint powers agreement 64 <br />with the City of Centerville is also in place since the roadway splits the two cities. He 65 <br />said that staff is ready to move forward on the project. When Council Member Stoesz 66 <br />asked if trails will be included, Mr. Wedel said they will be included in the street right of 67 <br />way.
