He reviewed the terms of the agreement, including decisions 70 <br />rendered by the arbitrator. 71 <br /> 72 <br />Council Member Kusterman moved to approve Resolution No. 14 -06 as presented. Council Membe r 73 <br />Roeser seconded the motion. Motion carried on a unanimous voice vote. 74 <br /> 75 <br />3B) Resolution No. 14 -12, Approving Withdrawal from Centennial Fire District (CFD) Joint 76 <br />Powers Agreement II – Administrator Karlson explained that there has been discussion about t he 77 <br />CFD and the joint powers agreement (JPA) that controls governance of the district. The district 78 <br />steering committee forwarded two amendments to the JPA but all member cities did not approve 79 <br />them. A resolution approving the City’s withdrawal from the D istrict is before the council. 80 <br /> 81 <br />Jerry Streich, CFD Chief, addressed the council. He said that, on behalf of the CFD, there is hope 82 <br />that this matter of Lino Lakes’ withdrawing from the District can be resolved. He believes that 83 <br />everyone involved has the i nterest of the safety of the c ommunity at heart. Further discussion could 84 <br />extend past the January deadline for withdrawal and he thinks there is a resolution to be reached. He 85 <br />noted that the CFD is a dynamic place and, as chief, he has to continually wei gh matters for all three 86 <br />cities and remain neutral in serving all three cities. He believes that if Lino Lakes withdraws from the 87 <br />CFD, service will decrease and costs will be higher at some point. He serves the CFD Steering 88 <br />Committee and all decisions he has made have gone through that group. He encourages the council 89
