AGENDA ITEM 7A (Updated) <br />• <br />• <br />STAFF ORIGINATOR: John Powell, City Engineer <br />COUNCIL MEETING DATE: July 24, 2000 <br />TOPIC: PUBLIC HEARING - Resolution No. 00 -64, Adopt Assessment Roll, Twilight <br />Acres 1st and 2nd Additions <br />VOTE REQUIRED: Simple Majority <br />BACKGROUND: <br />(This staff report has been updated to include information regarding the resident poll, and <br />appraisals, that was received after the original report was prepared.) <br />On June 26, 2000, the City Council held a public hearing for this project. After receiving <br />public comment, the consideration of the resolution adopting the assessment was delayed to <br />allow staff time to gather additional information. <br />A poll was sent to the affected residents to determine their interest in the City proceeding <br />with the project. The results of the property owner survey are as follows: <br />No Yes Conditional Total %Response <br />1St Addition 9 7 3 19 19/24= 80% <br />2nd Addition 4 3 0 7 7/7= 100% <br />The conditional responses indicated a positive response only if the assessment amounts are <br />supported by the appraisals. An updated map showing the responses; a copy of the <br />information sent to the residents with the poll; and responses received after the work session <br />are attached. <br />As we have mentioned before, after discussing this matter with the contractor, C. W. Houle, <br />they have agreed to honor their bid even if the City delays the award until August 28, 2000. <br />C.W. Houle would need to begin construction by September 8, 2000, in order to complete <br />the improvements, through the bituminous paving, this year. The restoration of the <br />boulevard areas and driveways would likely carry over until spring of 2001. <br />
