Landscaping is provided around the <br />perimeter of the site in accordance with the approved Market Place PDO <br />Landscaping Plan. <br />3. Parking areas shall be screened from vi ew of abutting residential districts in <br />compliance with Section 3, Subd. 4.S. of this Ordinance. <br />The site does not abut any residential districts. <br />4. Parking areas and driveways shall be curbed with continuous curbs not less than six <br />inches high above the parking lot or driveway grade. <br />Curbing complies with regulations. <br />5. Vehicular access points shall be limited, shall create a minimum of conflict with <br />through traffic movements, shall comply w ith Section 3, Subd. 5. Of this Ordinance <br />and shall be subject to the approval of the City Engineer. <br />Access to the site is limited to the northeast corner of the site in conformance with the <br />Market Place PDO site plan. Adequate prov isions for traffic separation and stacking <br />have been made. <br />6. The entire area shall have a drainage system which is subject to the approval of the <br />City Engineer. <br />A drainage plan has been submitted for review by the City Engineer. <br />7. The entire area other than occupied by buildi ngs or structures or plantings shall be <br />surfaced with a material which will control dust and drainage and which is subject to <br />the approval of the City Engineer. <br />Bituminous surfacing of parking areas is proposed in conformance with city <br />requirements. <br /> <br />Staff explained that financial institutions a nd banks are required to provide parking at a <br />rate of four off-street parking spaces for each 1,000 square feet of floor area. A minimum <br />of 18 stalls are required by City Ordinance for the proposed bank building. The proposed <br />site plan provides 30 stalls. <br />Staff noted the plans show sidewalks on the south and east sides of the site, linking the <br />site to the other businesses within the Ma rketplace development. Sidewalks within the <br />larger Marketplace site link to a planned trail along Lake Drive. Sidewalks will be <br />constructed by Ryan Companies, the developer of the Marketplace complex. <br />Staff reviewed the lighting fixtures are shoebox style with downcast lighting, in <br />conformance to City standards and similar to fixtures within the rest of the Market Place <br />complex.
