Planning & Zoning Board <br />June 12, 2002 <br />Page 6 <br />APPROVED MINUTES <br />The exterior of the building would include a brick facing/apron a nd vinyl siding, with a <br />proposed 45-foot steeple. No bells are propos ed at this time. Asphalt shingles would <br />cover the roof. <br />Staff noted there was neither water nor sewer available for the site. Plans indicated a <br />proposed drain field north of the church, with adequate room for a secondary drain field <br />site. Soils tests confirm that the site c ould adequately support a septic system. As <br />building code requires a spri nkler system for this build ing, and the site had no public <br />water available, a holding tank for fire s uppression purposes would be required. Design <br />of the sprinkler system would be reviewed as part of the building permit application, but <br />design specifications would be requ ired prior to C ity Council review. <br />Staff stated the site was located in a Ph ase 1 Growth Area. Although there were no <br />immediate plans for City sewe r and water services to be installed, it was possible that <br />they would be available by 2010. City servic es may also be available via the City of <br />Shoreview or the city of Circle Pines, howev er the church had informed staff that they <br />had no plans to pursue util ities through e ither city. <br />Staff noted City Ordinance required one pa rking space for each four seats in a church. <br />There are 360 seats show in the main assembly hall, which would then require 90 parking <br />stalls. Plans for the church show 99 parking stalls. <br />Staff noted although there were additional cl assrooms and fellowship areas in the lower <br />level of the church, these area s were not expected to be us ed by adults concurrently with <br />the main assembly hall. As a result, the parking stall estimates generated from the <br />number of seats in the main assembly hall appear to be adequate for church needs. <br />Staff stated plans indicated an area to the nort heast of the proposed church to be used for <br />additional parking should the church choos e to expand. This area would contain 33 <br />additional stalls. The Environmental Boar d had recommended use of green parking in <br />future parking expansion areas, as well as an increase in the use of infiltration and storm <br />water practices around parking areas in general. <br /> <br />Staff noted access is off Ash St reet, a County road. As a result, plans had been submitted <br />to the Anoka County Highway department fo r review. Plans show a two-lane, 24-foot <br />wide driveway entrance to the site off Ash Street. Staff indicated there had been no <br />traffic generation study conducted. <br />With respect to lighting, staff noted a photometric plan had been submitted, along with <br />fixture details. Lighting woul d be no-spill, with meter read ings within City requirements <br />(< 1 foot candle for streets; < 0.4 foot candle for abutting residential property). <br />With respect to landscaping, staff stated the proposed church would exist as a conditional <br />use within a Rural zone. City Ordinance directed that such conditional uses provide <br />“adequate screening from abutting resident ial uses and landscaping…in compliance with <br />Sec. 3.subd.4.S.” City Ordinance specifically directs buffering/screening in the form of <br />“either a fence or green belt planting strip.”
