Planning & Zoning Board <br />August 14, 2002 <br />Page 32 <br />APPROVED MINUTES <br />Mr. Lyden stated he was not in suppor t of destroying this neighborhood and the <br />developer would have to work out these issues. <br />Mr. Robinson stated the road could be put th rough if the City woul d allow a developer to <br />buy his land. Chair Schaps suggested he have a discussion with Mr. Uhde. <br />Mr. Lyden made a MOTION to recommend con tinuation of the Public Hearing to the <br />September meeting to allow applicant time to obtain the information required as outlined <br />in staff’s report. <br />The motion was supported by Mr. Hyden. <br />Motion carried 5-0. <br />Chair Schaps recessed the meeting at 9:54 p.m. and reconvened at 10:03 p.m. <br />F.PUBLIC HEARING, Subdivision Ordinance <br />Chair Schaps opened the Public Hearing at 10:03 p.m. <br />Staff stated a task force appointed by the Ci ty Council has been working with staff and <br />the planning consultant on a ne w subdivision ordinance. The task force has completed a <br />draft ordinance. The next step in the proc ess is to hold a public hearing on the ordinance. <br />Staff indicated the subdivisi on ordinance regulates the subd ivision of land. It does not <br />deal with lot sizes, setbacks, building he ight, allowable uses, and the like. Such <br />requirements are regulated by the zoning or dinance. We are revising the zoning <br />ordinance and, when a draft is completed, we will bring it through the review process. <br />Staff stated the ordinance is a draft, and t hus a work in progress. As we review the <br />document, we will be making minor revisions to the text for clarification purposes. <br />Staff presented its analysis by explaining the purpose of the public he aring is to discuss <br />any aspect of the draft ordinance that is of interest to the public or the P & Z members. <br />Some general points of interest include: <br />Better list of definitions in Sec. 1001. Thes e have been coordinated with definitions in <br />the zoning ordinance. When the zoning ordinance is complete, some revisions may be <br />appropriate. <br />Clear lists of submittal requirements for preliminary plats, final plats, and minor <br />subdivisions. <br />Clear descriptions of what is specifically required and proh ibited in order to eliminate <br />ambiguity and confusion. <br />Staff highlighted the following:
