Planning & Zoning Board <br />November 13, 2002 <br />Page 4 <br />APPROVED MINUTES <br />Staff noted according to the applicant, it is anticipated that the fu ll service carwash can <br />accommodate 30 vehicles in a half hour period. As shown on the submitted site plan, <br />four stacking lanes have been provided for the full serve carwash accommodating a total <br />of 30 vehicles. <br />Staff stated as shown on the landscape pla n, a variety of trees are proposed on site. <br />Specifically, mixtures of Swamp White Oak, Austrian Pine and River Birch trees have <br />been proposed along Lake Drive. Additi onally, shrub plantings have been proposed <br />within the two medians (with in the interior of the si te) and clump grass has been <br />proposed at the northwest corner of the building. <br />Staff noted two concerns exist in regard to the landscape plan. As noted in the attached <br />Environmental Board comments, concern exis ts in regard to the number of plantings <br />provided on site. The Board has specifica lly recommended that additional trees be <br />provided. <br />Staff stated a second concern is the placemen t of trees within the “rainwater garden” in <br />the southeastern area of the property and their ability to survive. As a condition of site <br />and building plan approval, th e tree plantings proposed with in the “rainwater garden” <br />should be relocated. <br />Staff noted the tree preservation plan has b een superimposed on the landscape plan. The <br />plan however, does not specify the types and si zes of trees to be saved and removed. As <br />a condition of site and building plan appr oval, the tree preserva tion plan should be <br />modified to indicate all significant trees on site and those to be saved. <br />Staff indicated as a condition of site and bu ilding plan approval, al l off-street parking <br />areas and associated drive lanes should be provided a continuous concrete curb. This <br />includes the planting medians on the east side of the building where such curbing will <br />both define the drive lanes and serve to pr otect the vegetation within such medians. <br />Staff noted aside from the striping of off-st reet parking stalls (a standard ordinance <br />requirement), it is recommended that the one -way bypass lane around the perimeter of the <br />building be striped and thereby segr egated from adjacent stacking lanes. <br />Staff stated according to Section 3, Subd. 4.G of the Ordinance, all refuse and recyclable <br />materials must be stored within the principa l building or within an accessory structure <br />(within a side or rear yard) th at is totally screened from eye level view from neighboring <br />uses and public rights of way. <br />Staff noted the submitted site plan does not illust rate a trash enclosure. If trash is to be <br />stored outdoors, the location of the enclosure should be il lustrated on the site plan. <br />Staff stated within LI districts, a minimu m green area of 10 percent of the lot area is <br />required. The amount of impervious surface cove rage on the site has not been specified. <br />As a condition of site and building plan approval, the applican t should demonstrate <br />compliance with the minimum green area requirement.
