Final Plat for Rademacher Addition <br /> <br />Michael Grochala, Community Development Director , presented the staff report. Mr. <br />Grochala noted that the plat has been renamed to Forest View Acres Second Addition. <br />He stated tha t all of the corrections as listed in the staff report have been completed by <br />the applicant and shown on the new plat as distributed at the meeting. Staff <br />recommended approval of the Final Plat for Forest View Acres Second addition based on <br />the following conditions of approval: <br /> <br />1. The payment in lieu of park dedication shall be $9,722.25. The fee shall be credited <br />back to the developer for trail improvements. <br />2. Execution of development agreement and stormwater treatment operation and <br />maintenance agreement bet ween the developer and the City. <br />3. The trail easeme nt along Lake Drive must be provided. <br /> <br />Applicant, Grant Rademacher, was present with no comments regarding the requirements <br />for final plat. <br /> <br />Mr. Laden made a MOTION to recommend approval of the Final Plat f or Forest View <br />Acres Second Addition . <br /> <br />Motion was supported by Mr. Masonick . Motion carried 5 - 0 . <br /> <br />6. DISCUSSION ITEMS <br /> <br />A. Sign Regulations <br /> <br />Mr. Grochala explained that staff is seeking additional input from the board <br />regarding sign regulations. Staff revi ewed some alternatives to consider . <br /> <br />Board member comments included the following: <br /> <br />• A 90 -day per year flexible package is a good option. The business owner <br />could contact the city to track their days or the city could issue stickers to <br />denote permitted s igns. <br />• Regulations must be enforcable and trackable. <br />• Banners and sandwich boards should be treated similarly. Allow d uring <br />business hours with a maximum time allowed, such as 12 hours per day. <br />Extend the location to 30 feet from the building rather than 1 0 feet. <br /> <br />Grant Rademacher , applicant for Bill’s Superette, stat ed that they are interested in a <br />dynamic display , but their d esired signage does not meet the current sign <br />requirements. Mr. Rademacher is requesting an allowance for a slightly larger sign <br />to allow for three lines of visual graphics rather than two .
