Planning & Zoning Board <br />May 8, 2013 <br />Page 2 <br />APPROVED MINUTES <br />Chair Tralle declared O pen M ike at 6:35 p.m . <br /> <br />There w as no one present for Open Mike. <br /> <br />Mr. Hyden made a MOTION to close Open Mike at 6 :35 p.m. M otion was supported by <br />M r . Nelson . Motion carried 6 - 0 . <br /> <br />7 . ACTION ITEMS <br /> <br />A. PUBLIC HEARING for Prelim inary Plat for a two -lot subdivision for a <br />proposed Metro Transit Park and Ride facility, located at the NW corner of I - <br />35E and Main St. <br /> <br />Katie Larsen, City Planner, presented the staff report. Staff recommended approval of <br />the Preliminary Plat at the NW corner of I -35E and Main St. Staff noted that an <br />extension of 21 st Avenue to the north will occur as part of this project. <br /> <br />Staff addressed questions of the board. <br /> <br />Staff explained that abutting properties will be assessed for improvements installed by th e <br />city. The f acility will be owned and operated by Metro Transit. There will be no reven ue <br />generated back to the city. <br /> <br />Staff discusse d the potential for future development in this area. <br /> <br />Staff noted that the city will have an access easement agreement o ver the private drive. <br /> <br />Chair Tralle declared the Public Hearing open at 6 :57 p.m. <br /> <br />Thomas Schutte, A zure Properties , 95 S. Owasso B lvd, L ittle Canada , stated that they <br />have a p urchase agreement with the owner contingent on development. Mr. Schutte <br />noted that the private drive will be a 40 ft roadway easement that will serve future <br />development off 21 st Ave. <br /> <br />Maurice Roers, Metro Transit, and Mac Swedin, project manager, were in attendance. <br />Mr. Roers stated that the park and ride has been considered for a number of years. They <br />are attempting to provide more efficient service to the providers. The facility should not <br />cause any traffic conflicts. The existing park and ride at Lino Park will be closed and <br />serviced by this facility. <br /> <br />Board members question ed if there is consideration for expansion in the future. Mr. <br />Roers responded that at this time , they consider the number of proposed stalls to be <br />adequate for this site. He added that the facility will service St. Paul with possible future <br />service to Mi nneapolis. <br /> <br />
