CONTINUED UBLIC HEARING to consider a rezone of property located at <br />7880 Sunset Avenue (PID #07 -31 -22 -23 -0004) from R -Rural to PUD -Planned <br />Unit Development and an Amendment to the Development Stage <br />Plan/Preliminary Plat of Century Far m North to expand project boundary and <br />include certain property located at 7880 Sunset Avenue <br /> <br />K atie Larsen, City Planner, recommended continuing the Public Hearing as staff is <br />awaiting revised plans from the applicant . <br /> <br />Mr. Hyden made a MOTION at 6 :32 p.m. to c ontinue the Public Hearing to the next <br />meeting. Motion was supported by Mr. Laden . Motion carried 6 - 0. (Tralle abstained.) <br /> <br />B. PUBLIC HEARING to consider rezoning and a PUD Development Stage <br />Plan/Preliminary Plat for a 55 lot residential developm ent to be called Saddle <br />Club, located at 1403 Birch Street, PIN 28 -31 -22 -34 -0001 <br /> <br />K atie Larsen, City Planner, presented the staff report . Ms. Larsen explained the history <br />of the site and that a Planned Unit Development w ould allow flexibility from the nor mal <br />requirements. Staff stated that the result of this proposed development would be similar <br />to the neighboring Foxborough and Preserve developments. The proposed development <br />will contain four outlots of preserved wetlands. <br /> <br />Staff clarified that neighb oring property owners on Old Birch Street will not be assessed <br />for utility improvements, however neighboring properties will have utilities available to <br />them if they choose to connect in the future . Connection fees would be due if and when <br />property connec ts to utilities. <br /> <br />Staff explained th e proposed trail extensions and tree preservation plans for the site . <br /> <br />Staff noted that a traffic study was completed and that modifications along Birch Street <br />and Old Birch Street would be further analyzed . <br /> <br />Staff int ends for the Environmental Board to review the t ree mitigation plan once it is <br />completed. <br /> <br />Following discussion by the board, staff noted that the east/west portion of Old Birch <br />Street will be improved and that the city intends to work with property owner s to <br />complete the connection to Fox Road as quickly as possible. <br /> <br />Board member comments included the following: <br /> <br />- Concerned about increased traffic on Birch Street. <br />- Are there traffic calming measures that could be considered , such as medians, etc.
