Planning & Zoning Board <br />March 9, 2011 <br />Page 2 <br />APPROVED MINUTES <br />V. ACTION ITEMS <br /> <br />A. P UBLIC HEARING to conside r Amending the Condition al Use Permit for a <br />motor fuel station to allow for the installation of new gas pumps and canopy, <br />located at 7997 Lake Drive <br /> <br />City Planner, Jeff Smyser , presented the staff report. Staff recommended that the board <br />open the public hearing for discussion, b ut table action on the item to the April Meeting, <br />because staff is anticipating additional submittal materials from the applicant . <br /> <br />Staff addressed questions of the board. <br /> <br />B oard members requested clarification for items such as landscaping, septic tank <br />lo cation, interior building design and canopy design. <br /> <br />C hair Tralle declared the Public Hearing open at 7 :00 p.m. <br /> <br />Applicant, John Ma g ill, 7105 20 th Ave N, Centerville, addressed the board . He stated <br />that he and a partner own the building, and that they als o run Corner Express stores in <br />Centerville and East Bethel . Mr. Magill said that he has worked well with city staff and <br />he understands the additional requirements. He noted the importance of a full access <br />from Lake Drive for this business . He added that the engineer suggested that access align <br />with the access to the bank across the street. He concluded that the County has stated that <br />this is a city project. <br /> <br />Jim Studenski, city engineer, explained that the intersection improvements will be a city <br />proj ect, even though both roads are county roads. Intersection improvements will include <br />additional turn lanes and a repositioning of the turn islands. He added that there are no <br />plans for raised medians at this time, which would restrict access to the site. Fut ure <br />improvements may change the design, but no immediate access issues are proposed. <br /> <br />Mr. Magill addressed the site design, noting that he is working on revisions to the plans <br />to improve circulation and angles that will allow for easier access into the site. The <br />applicant originally wanted four pumps , but has reduced the plans to three pumps for <br />purposes of appearance and traffic flow . <br /> <br />Mr . Hyden made a MOTION to table the recommendation for Amend ing the Conditional <br />Use Permit for a motor fuel stat ion to allow for the installation of new gas pumps and <br />canopy, located at 7997 Lake Drive. <br /> <br />Motion was supported by Mr. Root . Motion carried 3 - 0 . <br /> <br /> <br />VI. DISCUSSION ITEMS <br />
