Planning & Zoning Board
December 14, 2011
Page 3
APPROVED MINUTES
• T he City is already considered to be unfriendly to business es and this co uld make
the City seem even more unfriendly to new business.

• R equiring a Certificate of Occupancy for all new businesses could be a positive
consideration , especially to ensure health & safety standards. It would also
provide an opportunity for the c ity to check out a new business.

• Licensing all types of business seems too intense, as the City has a hard enough
time enforcing signage and other ordinances.

• A Certificate of Occupancy is issued with a remodel and most new businesses
include a remodel.

• R equiring a Certificate of Occupancy would be far less intrusive for a business
than issuance of a license. How would a business know that a license is required
and why shoul d a business have to pay a fee to locate in the city? Most business
owners are aw are of a Certificate of Occupancy .

• Could the city consider requiring that a business be registered with the city rather
than issued a license? This would be one way for the city to maintain a list of
active businesses without charging a fee.

• Overall , no t inter e sted in implementing another license that would be hard to
control and enforce. There would need to be sufficient staff to make enforcement
possible.

B. 2012 Meeting Dates

Mr .
