Planning & Zoning Board <br />July 14, 2010 <br />Page 3 <br />APPROVED MINUTES <br /> <br />Kevin Hedger, 862 Maple Street, stated that the nei ghbors really do appreciate the <br />improvements to the property, but they do not want the use increased to a car lot. <br /> <br />Mr. Pogalz made a MOTION to close the Public Hearin g at 7: 12p.m. Motion was <br />supported by Mr. Nelson. Motion passed 5-0. <br /> <br />Chair Tralle commented that the Planning & Zoning B oard wants to encourage business <br />in the city, but explained that the city has regula tions that must be met to protect the <br />residents. <br /> <br />Mr. Pogalz made a MOTION to recommend denial of the Comprehensive Plan <br />Amendment to change the land use designation from L ow Density Sewered Residential <br />to Commercial, Rezone from Rural to General Busines s, Conditional Use Permit for an <br />Outdoor Sales Lot, and a Variance to allow the expa nsion of a non-conforming structure, <br />in order to allow the addition of automobile sales to an existing auto repair shop and the <br />construction of an enclosed entrance addition at 90 9 Maple Street. Motion was supported <br />by Mr. Root. Motion carried 4-1. (Nelson voting na y.) <br /> <br />B. PUD Final Plan/Final Plat for Preserve at Lino Lake s <br /> <br />City Planner Jeff Smyser presented the staff report . <br /> <br />Staff explained that extension of the final plan/fi nal plat for this project was previously <br />approved by the city council. <br /> <br />Mr. Smyser stated that a trail and boardwalk were i ncluded in the preliminary plat for this <br />project, and that the current developer is working with staff in an attempt to include these <br />financially in the final plat. Staff is also worki ng with the developer in regards to the <br />conservation easement. <br /> <br />Staff noted that additional information has been re ceived by city staff since the writing of <br />the staff report. Though the application is still incomplete, staff is recommending <br />approval of the application for final plat with the condition that all conditions must be <br />met prior to city council action. <br /> <br />The engineer, Dave Nash, 14800 28 th Ave N., Plymouth, and the developer, Joel <br />Schwieters, 13925 Fenway Blvd N, Hugo, were present . The developer stated that they <br />are willing to include the boardwalks at no additio nal cost. He added that financing will <br />likely prevent them from starting the project befor e next spring. <br /> <br />The Board thanked the representatives. The develop er thanked staff for their <br />cooperation. <br /> <br />Mr. Nelson made a MOTION to approve the PUD Final P lan/Final Plat for Preserve at <br />Lino Lakes, with an added condition stating that th e trail or a portion of the planned trail <br />to be built per the preliminary plat. Motion was s upported by Mr. Root. Motion carried <br />5-0.
