Planning&ZoningBoard <br />January4,2007 <br />Page 2 <br />APPROVED MINUTES <br />Mr.SmyserexplainedtheComprehensiveLandUseAmendmentbeingproposed,which <br />woul dincludedevelopmentobjectivesinthestudy. <br />BoardMembersquestionedthelocationofthetrafficsignalarea now consideredbythe <br />county.M r.Smyser explainedthat possiblyinthefuturetheywouldallowasignal <br />furthersouth.Ms.Carolyn Krall o fLandform pointedoutthatthereisalistofcriteria <br />thatmustwarrantasignaltobeallowed atanylocation.Mr.Michael Grochala , <br />CommunityDevelopmentDirector,notedthat thecityshouldconsider whetherornot <br />theywantanadditionaltrafficsign al . <br />Mr.Nelsonaskediftheaccesspointwasmovednorth180feet,couldthe“future”road <br />remainadrivewayuntilaroadbecomesnecessary.Staffrepliedno.Staffpointedout <br />thattheexistingownercouldsellright -of -way to allowthemtoimproveand expandtheir <br />existingbusiness. <br />Mr.GrochalapointedoutthatultimatelyHodgsonRoadwillbecomea four -lanedivided <br />highway. <br />Ms.Kralldescribed that the proposed accesslocations werederived a ccordingtothe <br />desiresofthecitycouncilandbenef itto theareaproperties.Sheremindedth e boardthat <br />one benefitofamasterplanistopredetermine thelocationofroadstoensurethat they <br />willworkbestforalldevelopableproperties. <br />Boardmembers agreed thattheyshouldnotmakeadecisionbas edonasignal th atmay <br />not occur . <br />Mr.Rootexpressedthatthey shouldfitintherightamountofpotentialdevelopmentbut <br />allowfortheexistingbusiness es toremaintoexist.Hesaidtheg oalshouldnotbeto <br />cramasmuchdevelopment in aspossible. <br />Mr.Ladenasked ,accordingtothelatesttrafficstudy,if abigboxuser would beallowed <br />withoutasignal .Mr.Smyserrepliedthatalargegrocerystorewouldoverridethetraffic <br />limit. <br />Mr.Jim Studenski ,CityEngineer,pointedoutthatthisareaco uldnothandlefull <br />developmentofcommercial inthestudyarea .Mr.Grochalapointedoutthatoneofthe <br />hurdleswastofigureoutabalancebetweentheeastandwestsidetodevelop. <br />Mr.Smyserstatedthatthisneighborhoodwasguided tobe aneighborh ooddistrict. <br />Ms.Krall explainedthattheComprehensive Plan Amendmentwould :1)guide bothsides <br />ofHodgson Roadfor mixeduse ,whichreinforces whatthey’vebeenhearingfromthe <br />communityandallow s for greaterflexibility;2)determine locationsof road s ,sewer, <br />water&infrastructure;3)set somequalityguid e lines ,includingstandardsto createa <br />uniqueareawithcharacter,thatare supportedbycommunity. <br />Mr.Nelsonasked staffifa signal wouldbewarranted oncethedevelopmentisat full <br />build out .Mr.Smyserstatedthatfulldevelopmentitselfwouldnotwarrantalight.Mr.
