The two -(2) earliest possible schedules are listed below. Staff intends to schedule the hearing for the September <br />2000, Planning and Zoning Board meeting. She read the first element to the zoning <br />amendment and asked if staff is still talking about rezoning the Village and the north/east and south/east <br />quadrant. <br />Staff advised at this point staff is still talking about rezoning those areas. <br />Council Member Carlson asked if the same standards will apply through the north/east and south/east quadrants. <br />Staff advised at this point the same standards will apply. <br />Council Member Dahl stated the Town Center standards received from the Planning and Zoning Board and the <br />copy she received in her Council packet are different. Staff indicated repeatedly at the Planning and Zoning <br />Board meeting that the language can be revised. She asked if the City is allowed to change the mixed use or <br />compact development plan or just the language. She asked how far the changes can go. <br />Staff advised the purpose of the Town Center itself has always been a mixed use compact area. Staff defined <br />.the term mixed use. <br />Council Member Dahl asked if that can be changed if the Council or staff feels it should. Staff has indicated the <br />zoning can be changed. She asked if the City is restricted in changing the zoning. <br />Staff advised the reason behind the Town Center is to change it to a mixed use. If the City decides not to do so, <br />there is no Town Center and the area will be left as is. <br />Mayor Bergeson stated there are a lot of details to fill in relating to the concept plan. The motion does give a lot <br />of flexibility to work on the details. <br />The City Administrator asked if the Council has the ability to change the mix of development relating to <br />residential, commercial and industrial use. Staff referred to the land use plan as it stands now. Staff reviewed <br />the changes that have been made. The particular amounts of uses in the plan are flexible. <br />Council Member Carlson asked if there is anything in the standards that can't be changed. Staff advised the <br />City Council can change the zoning ordinance as they see fit. Nothing is being locked in at this point. Details <br />of the standards will be discussed in much further detail and formally adopted by the City Council. <br />Council Member Reinert suggested the endorsement be continued to allow time for further review. The <br />Planning and Zoning Board is not looking at it until September 2000. He stated the best practice is for the <br />Council to pass something that doesn't need to be changed. <br />Mayor Bergeson stated the changes that are being discussed are details in the Design Standards. The motion is <br />only an endorsement of the concept of having design standards. He stated that he does not believe continuing <br />10 <br />
