• AGENDA ITEM 7B <br />STAFF ORIGINATOR: Mary Alice Divine <br />DATE: 9/25/00 <br />TOPIC: <br />Vote Required: <br />Resolution No. 00 -79 authorizing application for the <br />Livable Communities Demonstration Program <br />Simple Majority <br />BACKGROUND: <br />As part of the city's participation in the Minnesota Livable Communities Act, <br />funds are made available to cities to promote the purposes of the Act. In 1997 <br />the Lino Lakes Council applied for planning funds through the Livable <br />Communities Demonstration Account for the creation of compact, efficient, mixed <br />use development. The city received $220,000 in funds to hire Calthorpe <br />Associates —a firm specializing in Traditional Neighborhood Development—to <br />complete a master plan and design standards for the Town Center. <br />® This year, a total of $6.9 million in funds will be given to communities for <br />planning and implementation of projects that meet the goals of Livable <br />Communities. Projects receiving consideration must meet certain criteria, <br />including compact development, a mix of uses, diverse housing opportunities, <br />transit improvements, and linkages to surrounding neighborhoods and <br />employment. <br />This year the city is asking for $1.5 million in funding to begin implementation of <br />the master plan in The Village. The application for funding must include a <br />resolution of support from the city in which the project is located. <br />In order to remain eligible for funding the city must reaffirm its commitment to <br />participating in Livable Communities housing goals on an annual basis. This <br />resolution of support of the application is separate from that process. <br />OPTIONS: <br />1.
