The storage area does not take up parking space or loading space as required for <br />conformity to this Ordinance. <br />Recent screening of outdoor storage on light industrial sites has included ivy planted <br />along chain link fence. A fence exists on the site already. Staff recommends ivy will be <br />appropriate for the west property line fence to screen from the right of way (4th Ave.) and <br />residential uses to the northwest. A bituminous surface is not necessary and could be <br />damaged with the equipment movement and material storage. Staff recommends no <br />paving is necessary. Parking is in front of the building, storage to the side and rear. <br />With the conditions of approval listed below, staff recommends that the general and <br />specific findings apply. <br />PLANNING & ZONING BOARD ACTION <br />The P & Z Board voted to approve the site plan and CUP with the conditions listed <br />below. The Board also asked staff to see if approvals of any nearby industrial uses <br />included conditions on hours of operation. The Planning Coordinator reviewed files for <br />nearby uses. Molin Concrete has a condition on the use of back up beepers on trucks, but <br />none on hours of plant operation. No other time restrictions were found. <br />CONDITIONS OF APPROVAL: SITE PLAN AND CONDITIONAL USE <br />PERMIT <br />1. An addition to the existing pole barn building shall be allowed that is 20' x 44'. The <br />addition shall be constructed as shown on the submitted plan, building elevations, and <br />floor plan. <br />2. The exterior of the north side of the existing building and addition shall be cedar <br />siding and cedar shingle, details as described in the August 28, 2000 letter. <br />3. Open outdoor storage shall be allowed, including semi - trucks, trailers, construction <br />trucks and equipment, materials such as pipe, concrete manholes and culverts, <br />casting, form lumber, sand, gravel, pumps, fuel & tool trailers, fiberglass pools and <br />spas, and other items and materials used with excavation and trucking operations. <br />4. Open outdoor storage on the site shall not include construction rubble or debris or <br />demolition debris. The intent is that material that is stored on this site is intended to <br />be installed on other sites. <br />5. The fence along the north side of the storage yard may be moved to be flush with the <br />front of the building. <br />
