• AGENDA ITEM 7A <br />• <br />• <br />STAFF ORIGINATOR: Mary Alice Divine <br />DATE: 10/9/00 <br />TOPIC: Economic Development Advisory Committee <br />economic development plan <br />BACKGROUND: <br />The Economic Development Advisory Committee (EDAC), has as its directive to <br />help the city council encourage growth of new and existing business. EDAC has <br />revisited and updated its original Tong -range economic development plan that <br />was completed five years ago. <br />The five -year plan is intended to be a general guide for economic development <br />based on the draft Comprehensive Plan. EDAC updates a one -year action plan <br />each year with more specific goals and objectives. <br />EDAC had made a recommendation in the one -year action plan encouraging a <br />specific housing mix in the Town Center. As discussions regarding housing <br />goals in the draft Comprehensive Plan are still underway, Council's receiving of <br />the EDAC plan was tabled on August 28. Council requested it be submitted at <br />the October 9 Council meeting. <br />EDAC revisited its recommendation and concluded that the draft Comprehensive <br />Plan and local market conditions would best direct the housing mix in the Town <br />Center and removed the specific recommendation. The committee did, however, <br />supports a housing mix in the Town Center and revised its recommendation as <br />follows: <br />A diverse mixture of high density mufti-family homes, including rental and <br />affordable* units, will be encouraged in the Town Center to help ensure the <br />principles of Traditional Neighborhood Development are met. <br />Specifically, this recommendation: <br />• Supports the EDAC goal to provide necessary housing for the expanding <br />commercial and industrial labor force in Lino Lakes; <br />• Identifies the Town Center as an ideal location for high density multi - family <br />development, including rental and affordable housing; <br />
