•
addition, it would provide a direct access to the trail that will run through the park to 62nd Street,
and its trail to Ware Road. In summary, we believe the trail connection is desirable for the City's
trail system.
If the City determines that the trail connection is desirable, then we have two suggestions to help
with back yard privacy /security. When discussed in 1996, the trail corridor was made 30 feet
wide to allow for planting a row of evergreen trees along the north line of the corridor, between
the trail and the existing residences. As one alternative, Mr. Carlson is willing to pay the cost
installing these trees as part of this project.
If security is the most important concern, the existing 4 -foot high barb wire fence between the
trail corridor and Birchwood Acres could be improved upon. In addition, 6 -foot evergreen trees
will not provide 100% screening for several years after planting. So, as a second alternative, Mr.
Carlson is willing to pay for removing the existing barb -wire fence and installing a 6 -foot wood
privacy fence along the north line of the trail corridor (between the trail and Lots 1, 2, and 3.)
Both alternatives would screen the trail and its users from the back yards of the adjacent homes.
And both alternatives would ultimately provide more privacy than not having a trail, because
when looking over the trees or fence, the nearest home in West Shadow Ponds would be 30 feet
further than if the trail were not there. Aesthetically, trees may be more desirable. For security,
however, the fence option may be desired. At any rate, we believe the privacy /security concern
can be addressed.
In summary, due to wetland rules, the trail corridor can not be moved further south. However,
the privacy /security concern can be addressed, and two options have been presented.
Sincerely
Tedd W. Mattke, P.E.
Richard S. Carlson & Associa e
