• <br />CITY COUNCIL WORK SESSION AUGUST 23, 2000 <br />The City Planner advised the grant does depend on more than single family housing. The <br />grant does not depend on the amount of housing. The boundaries of the land uses can be <br />changed. The plan calls for a minimum of 10 units per acre and a maximum of 30 units <br />per acre. <br />Council Member O'Donnell clarified that the Metropolitan Council is looking for an <br />endorsement of the vision. The way to do that is to endorse the design standards. The <br />City is not endorsing any particular development plan or details of the plan. <br />Council Member Reinert clarified that prior to endorsement of the standards, the design <br />standards can be changed. <br />Council Member Carlson inquired about the time frame regarding completion of the final <br />draft. The City Planner advised the Metropolitan Council has not given a cut off date. <br />The City is coming dangerously close to the cut off. <br />Council Member Carlson expressed concern regarding com Teti: "• f t "` final draft. He stated the biggest concern <br />state he is in support of planning but the design <br />he property without knowing the marketability. It is <br />better that the market •mow to develop the property. There is no finance package <br />in place to make the pri, e ct ork. He asked how long will the property be in limbo if <br />financing isn't available he plan right now has too many missing pieces. He stated he <br />sees the Council making a commitment to how the land will look without knowing if it <br />will work. <br />Mr. Martin continued stating the City needs a solid business plan. The design standards <br />may have a negative impact on the value of the land. The City will be locked in if it <br />receives the grant. With no solid plan, the City does not know if this is the best tax <br />capacity for the City. Does the City need the $1.5 million or is there enough market <br />support to go in another direction? <br />Mayor Bergeson advised residents will have the opportunity to address the issues of the <br />design standards at the Planning and Zoning Board public hearing in September, 2000. <br />
