COUNCIL MINUTES DECEMBER 15, 1997 <br />7. The 100 -year flood plain elevation, building pad elevations, and street elevations are <br />identified. <br />8. The Park Board provides recommendation regarding park dedication requirements. <br />(This recommendation has been obtained.) <br />9. The City Engineer provides comment and recommendation regarding: <br />a. City maintenance responsibilities associated with 21st Avenue. <br />b. Grading and drainage. <br />c. Easement establishment. <br />d. Utilities. <br />e. Flood plain containment. <br />f. Hydric soil limitations. <br />10. That there be a letter of map revision obtained by the applicant from FIMA relating <br />to the flood plain. <br />Mr. Wessel commented that engineering issues are paramount, and should be reviewed in detail. <br />He added that Mr. Rehbein and Economic Development have worked for the past two years to <br />make this quadrant commercially developable. This is important to the City in light of the status <br />of the commercial property opposite the I -35, which has not developed as anticipated. <br />Council Member Lyden recommended increasing the square footage of Lot No. 2 by moving the <br />south property line of Lot No. 4 to align with Lots No. 1 and 4. Mr. Wessel suggested that the <br />applicant provide input on that issue. <br />Mr. Ahrens explained that at a prior work session alignment of 21st Avenue was discussed. This <br />shared roadway will require a joint powers agreement. With respect to utilities, a feasibility <br />report is forthcoming which will provide Council with information regarding installation and <br />assessment. Soil borings are being conducted to provide building foundation and road design <br />requirements. Mr. Ahrens explained that the applicant has submitted information to FIMA with <br />respect to flood plain containment. He added that the flood plain is planned for containment <br />within a specific "floodway ", similar to the manner in which Centerville dealt with Clearwater <br />Creek. With respect to the right -of -way issue, Mr. Ahrens explained that in this circumstance 80 <br />feet would be excessive. A 60 -foot right -of -way would best accommodate the subject property <br />road design. The 21st Avenue/Main Street intersection will be addressed within the feasibility <br />report. <br />Mayor Landers asked if cutting back the easement to 60 feet would pose a problem for <br />Centerville, as this is a shared roadway. Mr. Ahrens explained that the 21st Avenue easement <br />would remain at 80 feet. The 60 -foot easement is proposed for Northern Lakes Boulevard. <br />15 <br />
