When an existing use that was in place when the ordinance <br />was adopted would require a CUP under the ordinance, the City policy has been to consider that use <br />as having a "grandfathered" CUP. <br />Even so, for the protection of both the property owner and the City, it is a good idea to define the <br />conditions of the grandfathered conditional use to avoid confusion in the future. The conditional use <br />then will be recorded and there will be no question about the right to conduct the specified activities. <br />Staff recommends that the City take the opportunity to do this now. <br />Therefore, the CUP will cover both the building expansion and an amendment to the grandfathered <br />outdoor storage CUP. Staff presented its analysis of the site and building plan review and conditional <br />use permit. <br />Staff advised the Planning and Zoning Board voted to approve the site <br />conditions. The Board also asked staff to see if approvals of any n <br />conditions on hours of operation.
