This may be <br />an unpleasant possibility for some, but the fact is that there are numerous licensed wireless <br />service providers in the area, and we do not know where all the coverage gaps may be. We may <br />be able to keep them all on one location, if that is the desirable option for the City. It could be a <br />policy choice between concentrating towers on one site or dispersing them onto several <br />locations. <br />Without other sites available, this site is the best one to accommodate federally mandated service <br />provision. <br />Utilities: The tower facility will require electricity and telephone connection. This <br />important requirement also influences the selection of sites. <br />Landscaping: We will work with Qwest on landscaping around the tower facility as part <br />of the administrative permit. <br />REZONING <br />The zoning ordinance requires the Planning and Zoning Board to consider possible adverse <br />effects of the proposed zoning amendment based upon, but not limited to, the following factors. <br />These factors provide a good basis for City Council findings: <br />1. The proposed action has been considered in relation to the specific policies and provisions of <br />and has been found to be consistent with the official City Comprehensive Plan. <br />2. The proposed use is or will be compatible with present and future land uses of the area. <br />Neither the current nor the draft new Comprehensive Plan addresses tower location. The <br />proposed use must be considered in relation to the designated general land use categories. The <br />current Plan guides the site Rural. The draft Plan land use map currently shows the site as Low <br />Density Sewered Residential in phase 2 (after 2010). However, the site should be shown as <br />Public Semi - Public, and staff is recommending this change. <br />Given the federal law, Lino Lakes must accommodate towers somehow. Towers are more <br />compatible with industrial and public uses than with residential uses. The zoning ordinance <br />allows new towers in the GI and PSP districts. <br />3. The proposed use conforms with all performance standards contained herein (in the zoning <br />ordinance). <br />The tower will conform to the requirements of the zoning ordinance. It will accommodate <br />additional users (co- location). Because of the design of the tower, it would not topple its full 135 <br />feet but crumple. The nearest property line divides two City -owned parcels. The tower is 300 <br />
