Qwest Rezone
February 12, 2001
page 6
Qwest service area information submitted to Owl Engineering.
NEIGHBORHOOD MEETING
Staff held a neighborhood meeting January 4 for residents in the area. The residents who
attended would prefer the tower not be placed on the proposed site. However, they
acknowledged the constraints of the federal law. The existing location of the hockey rink lights
is a problem for one resident, an issue that may be resolved by adjusting light placement and
aiming.
PARK BOARD ACTION
The Park Board discussed this application at its meeting, also on January 4. The Park Board
acknowledged the constraints of the federal law and had no serious opposition to the proposal.
ENVIRONMENTAL BOARD ACTION
The Environmental Board reviewed the project on January 3, 2001. That Board recommends
finding an alternative location away from Rondeau Lake, preferably the City's water towers. As
noted as part of the technical analysis, the water towers do not fill Qwest's service needs.
PLANNING & ZONING BOARD ACTION
At its January 10, 2001 meeting, the P & Z approved the rezoning request based on the factors
considered for a zoning amendment, listed above.
OPTIONS
1. Approve Ordinance 03 -01 rezoning City Hall Park and adjacent City property to Public
Semi - Public.
2. Return to staff with direction.
RECOMMENDATION
Option 1.
