Qwest Rezone <br />February 12, 2001 <br />page 6 <br />Qwest service area information submitted to Owl Engineering. <br />NEIGHBORHOOD MEETING <br />Staff held a neighborhood meeting January 4 for residents in the area. The residents who <br />attended would prefer the tower not be placed on the proposed site. However, they <br />acknowledged the constraints of the federal law. The existing location of the hockey rink lights <br />is a problem for one resident, an issue that may be resolved by adjusting light placement and <br />aiming. <br />PARK BOARD ACTION <br />The Park Board discussed this application at its meeting, also on January 4. The Park Board <br />acknowledged the constraints of the federal law and had no serious opposition to the proposal. <br />ENVIRONMENTAL BOARD ACTION <br />The Environmental Board reviewed the project on January 3, 2001. That Board recommends <br />finding an alternative location away from Rondeau Lake, preferably the City's water towers. As <br />noted as part of the technical analysis, the water towers do not fill Qwest's service needs. <br />PLANNING & ZONING BOARD ACTION <br />At its January 10, 2001 meeting, the P & Z approved the rezoning request based on the factors <br />considered for a zoning amendment, listed above. <br />OPTIONS <br />1. Approve Ordinance 03 -01 rezoning City Hall Park and adjacent City property to Public <br />Semi - Public. <br />2. Return to staff with direction. <br />RECOMMENDATION <br />Option 1. <br />
