AGENDA ITEM 7 G <br />STAFF ORIGINATOR: Jeff Smyser <br />CITY COUNCIL MEETING DATE: March 12, 2001 <br />TOPIC: Resolution 01 -45 Approving Minor <br />Subdivision of VFW Property on Apollo <br />Drive <br />VOTE REQUIRED: 3/5 <br />BACKGROUND <br />The Circle Lex VFW Post #6583 owns property on Apollo Drive. The property was <br />originally about nine acres, but was effectively cut in two by Apollo Drive. The <br />application is to split off a piece of 1.5 acres. The intent is to sell the new lot to Lino <br />Lakes Dentistry, which wants to build a new office building on the site in the near future. <br />ANALYSIS <br />The site is zoned GB General Business. The minimum lot area is 20,000 sf, with a <br />minimum lot width of 100 ft. Although the larger site technically is still one large tax <br />parcel that is crossed by the Apollo Drive road easement, we need to look at the actual <br />remaining pieces of land on both sides of Apollo to ensure that the minor subdivision will <br />allow for future lots that will meet the zoning requirements. As shown on the survey, <br />there will be 1.47 acres remaining on the north and 4.1 acres on the south. Both have <br />adequate area and road frontage. <br />The City and Anoka County have an joint powers agreement regarding access <br />management on Apollo Drive. To comply with this agreement, we are requiring a joint <br />driveway on the new parcel and the remaining land to the west (the 1.47 acres). This <br />driveway easement must be shown on the survey. We also are requiring a shared <br />driveway agreement between the two parcels. <br />On February 13, 2001, the Planning & Zoning Board recommended approval of the <br />minor subdivision with two conditions: 1) a revised survey document is provided <br />indicated a shared access drive with the piece to the west and 2) a shared driveway <br />agreement is provided for the access drive. <br />If these documents are provided in time for the March 12 City Council meeting, the <br />City can approve the minor subdivision. If they are not provided, staff will pull the <br />item from the agenda and schedule it for the March 26 meeting. <br />
