Land use. Describe current and recent past land use and development on the site and <br />on adjacent lands. Discuss project compatibility with adjacent and nearby land uses. <br />Indicate whether any potential conflicts involve environmental matters. Identify any <br />potential environmental hazards due to past site uses, such as soil contamination or <br />abandoned storage tanks, or proximity to nearby hazardous liquid or gas pipelines. <br />The land use designations and zoning is shown in the table: <br />A portion of the site and land to the northeast of the site is a large area designated as " Greenway" <br />on the draft land use plan. Greenways can include valued natural features, trails, or both. They <br />provide corridors for wildlife and serve to protect natural environmental features as well as provide <br />linkages for trails. The greenway corridors are conceptual and are to be specifically located as <br />part of development review process. <br />The project site is guided and zoned by the city for retail commercial uses. Though the SC <br />Shopping Center zoning district is intended for the types of uses proposed by the project, it does <br />not allow for individual lots smaller than three acres, nor does it allow for lots that do not front on a <br />public roadway. Because of these restrictions, it is necessary to rezone the site to PDO Planned <br />Development Overlay. In Lino Lakes, a planned development is a rezoning. The PDO zone <br />allows for greater flexibility and more economical and efficient use of the land. <br />Current Land Use: The site is undeveloped. <br />Adjacent Land Uses: Along the northern edge of the site, on the south side of 77th St., are two <br />warehouses and two duplexes which abut the project site. Across 77th St. to the north is the <br />existing Carole's Estates residential neighborhood of single family homes. There are several <br />more residences on larger lots to the immediate east of the project site. All these residential <br />properties are on individual wells and septic systems except for the two duplexes, which are <br />connected to city utilities in 77th St. <br />To the south of the site is approximately 10 acres of commercial land and Interstate 35W.
