• an existing excavated pond to the north. This area will be planted with native vegetation in the
same fashion as Mitigation Area A.
Mitigation Area C
Mitigation Area C will be seasonally to semi - permanently flooded palustrine emergent wetland
(PEMC /F; Circular 39 Type 3/4 shallow and deep marsh) that expands upon an existing Type 3/6
wetland south of the 15th fairway at Chomonix Golf Course. This site will provide approximately
0.25 acres of NWC and 0.13 acres of buffer PVC. The delineation of the existing wetland
boundary in this area was problematic due to abnormally high water conditions in the Spring of
2001; thus, the precise acreage of Area C may change slightly as the permitting process moves
forward. The mitigation design calls for a deeper open water core along the southeast edge with a
fringe of wet meadow and emergent marsh plants.
•
Mitigation Area E
Mitigation Area E will be largest of the four mitigation areas, providing 2.84 acres of NWC and
1.98 acres of buffer PVC. This area is located south of the Rice Creek Chain -of -Lakes Regional
Park Reserve campground and west of the Centerville Lake beach. This mitigation area has been
sited and designed both to replace wetland functions lost on the project site but also to provide an
environmental education facility for the nearby Wargo Nature Center.
Mitigation Area E will consist of a combination of palustrine emergent and forested wetlands with
a variety of hydrologic regimes (PFO1 B /C; Circular 39 Type 1L bottomland hardwoods and
PEMB /C /F; Circular 39 Types 2/3/4 wet meadow, shallow marsh and deep marsh). The created
wetland will be immediately contiguous to existing forested wetland that fringes George Watch
Lake. Due to the location of the site immediately adjacent to existing forested wetland, the
mitigation plan allows for the planting of tamarack and black ash as well as diverse herbaceous
plantings. The upland buffer areas have been placed designed to preserve a number of large
oaks on site. The buffer area will be replanted in species adapted to mesic prairie and savanna
landscapes. The design of Mitigation Area E is oriented toward use for environmental education
consistent with the goals of the regional park.
13. Water use. Will the project involve installation or abandonment of any water wells,
connection to or changes in any public water supply or appropriation of any ground or
surface water (including dewatering)? X Yes No
If yes, as applicable, give location and purpose of any new wells; public supply affected,
changes to be made, and water quantities to be used; the source, duration, quantity and
purpose of any appropriations; and unique well numbers and DNR appropriation permit
numbers, if known. Identify any existing and new wells on the site map. If there are no
wells known on site, explain methodology used to determine.
The installation of sanitary sewer, storm sewer and watermains may require some amount of spot
or isolated dewatering in order to install the underground systems. It is unknown at this time the
extent of this minor and short durational need.
The new development will connect to the City of Lino Lakes public water supply:
DNR Permit # 856168
14. Water - related land use management district. Does any part of the project involve a
shoreland zoning district, a delineated 100 -year flood plain, or a state or federally
designated wild or scenic river land use district? _Yes _X_No
• If yes, identify the district and discuss project compatibility with district land use
restrictions.
Draft EAW Lino Lakes Marketplace
May 11, 2001
