• If yes, describe the plan, discuss its compatibility with the project and explain how any <br />conflicts will be resolved. If no, explain. <br />Yes. The City of Lino Lakes has an existing comprehensive plan which includes a land use plan. <br />The City is nearing approval of a new comprehensive plan to guide development in the City <br />through year 2020. Both plans guide the site for commercial land uses. As described in more <br />detail in item 9, the site has been guided and zoned for retail development since 1990. The <br />project is compatible with the land use designation in the existing plan and draft new <br />comprehensive plan. <br />The City also has a surface water management plan that must be consistent with the larger plan <br />for the Rice Creek Watershed District. All development projects are reviewed for consistency with <br />surface water management policies. The City works closely with the Watershed District in <br />reviewing projects. The City's policy is to require approval by the Watershed District before the <br />City will approve the project. <br />28. Impact on Infrastructure and Public Services: <br />Will new or expanded utilities, roads, other infrastructure, or public services be required to <br />serve the project? If yes, describe the new or additional infrastructure / services needed. <br />(Any infrastructure that is a "connected action" with respect to the project must be <br />assessed in this "EAW "; see "EAW Guidelines" for details.) <br />City water and sanitary sewer are available in Lake Drive and will be extended into the site. <br />Traffic signal and roadway improvements will be necessary. See item 21. <br />29. Cumulative impacts. Minnesota Rule part 4410.1700, subpart 7, item B requires that <br />the RGU consider the "cumulative potential effects of related or anticipated future <br />projects" when determining the need for an environmental impact statement. Identify any <br />past, present or reasonably foreseeable future projects that may interact with the project <br />described in this EAW in such a way as to cause cumulative impacts. Describe the nature <br />of the cumulative impacts and summarize any other available information relevant to <br />determining whether there is potential for significant environmental effects due to <br />cumulative impacts (or discuss each cumulative impact under appropriate item(s) <br />elsewhere on this form). <br />Additional commercial development is expected adjacent to the project site. Abutting land on the <br />southern border of the project site is approximately 10 acres of land guided and zoned for <br />commercial development. This land is controlled by another entity and is not being developed as <br />part of the proposed project. The 10 acres runs along the freeway and forms a rough triangle <br />shape. <br />The traffic study used by this EAW included an estimate of 33,000 sf of small retail and restaurant <br />on this 10 acres. This would require approximately 280 parking stalls. Compared to the larger <br />project currently being proposed, this additional retail space would make up 10% additional retail <br />square footage and 16% additional parking. (Restaurants, especially fast food restaurants, <br />require a much higher parking ratio than retail.) Corresponding increases in traffic could be <br />expected. These traffic impacts are included in the TKDA traffic study, Exhibit G. Additional <br />stormwater ponding would be necessary. <br />Future development on this 10 acres is not by the same project proposer as the current project. <br />Nor is either project directly induced by the other or a prerequisite for the other.
