• • AGENDA ITEM 7 G STAFF ORIGINATOR: Jeff Smyser P & Z MEETING DATE: May 29, 2001 TOPIC: Site & Building Plan Review MN Dept. of Corrections BACKGROUND The Minnesota Dept. of Corrections plans to construct a pole barn for vehicle storage on its site. The building will be outside of the prisoner compound but within a separate fenced area. The City of Lino Lakes has no legal zoning jurisdiction over State of Minnesota land. Therefore, the Dept. of Corrections is not obligated to submit this project for City review. However, the Dept. has done so as a courtesy. This report includes details from the large plan sheet that includes a site plan, floor plan, and building elevations, dated 04/1/2001. ANALYSIS The correctional facility is zoned PSP Public Semi - Public. Pole barns and metal buildings are allowed in this zone. The site includes over 100 acres, so no limit on the size of accessory buildings would apply. The fenced area where the building will be added is approximately 1000 feet from the nearest property line. The pole barn building is 40' x 72', with a footprint of 2880 sf. The building will be approximately 22' high. The building site is screened from properties on Lilac Drive to the north by a large forested area. Significant tree growth also serves to screen properties to the west along Patti Drive. No additional access road or driveway onto a public road is needed. No connection to City utilities is needed. The Dept. of Corrections has provided this information as a courtesy, and asks for comments from the City. For information purposes, the Dept. of Corrections often delegates building code enforcement to the City through a special agreement. This allows the City to collect building permit fees to cover review and inspection costs. We anticipate this will occur for this building. The P & Z had no adverse comments on this project at its May 9 meeting. RECOMMENDATION If the City Council has comments, staff will convey them to the Dept. of Corrections.
