• <br />• <br />AGENDA ITEM 7 G <br />STAFF ORIGINATOR: Jeff Smyser <br />P & Z MEETING DATE: May 29, 2001 <br />TOPIC: Site & Building Plan Review <br />MN Dept. of Corrections <br />BACKGROUND <br />The Minnesota Dept. of Corrections plans to construct a pole barn for vehicle storage on its site. <br />The building will be outside of the prisoner compound but within a separate fenced area. The <br />City of Lino Lakes has no legal zoning jurisdiction over State of Minnesota land. Therefore, the <br />Dept. of Corrections is not obligated to submit this project for City review. However, the Dept. <br />has done so as a courtesy. <br />This report includes details from the large plan sheet that includes a site plan, floor plan, and <br />building elevations, dated 04/1/2001. <br />ANALYSIS <br />The correctional facility is zoned PSP Public Semi - Public. Pole barns and metal buildings are <br />allowed in this zone. The site includes over 100 acres, so no limit on the size of accessory <br />buildings would apply. The fenced area where the building will be added is approximately 1000 <br />feet from the nearest property line. <br />The pole barn building is 40' x 72', with a footprint of 2880 sf. The building will be <br />approximately 22' high. <br />The building site is screened from properties on Lilac Drive to the north by a large forested area. <br />Significant tree growth also serves to screen properties to the west along Patti Drive. <br />No additional access road or driveway onto a public road is needed. No connection to City <br />utilities is needed. <br />The Dept. of Corrections has provided this information as a courtesy, and asks for comments <br />from the City. <br />For information purposes, the Dept. of Corrections often delegates building code enforcement to <br />the City through a special agreement. This allows the City to collect building permit fees to <br />cover review and inspection costs. We anticipate this will occur for this building. <br />The P & Z had no adverse comments on this project at its May 9 meeting. <br />RECOMMENDATION <br />If the City Council has comments, staff will convey them to the Dept. of Corrections. <br />
