MAY -24 -2001 11:14 NHL
b1G J7J 7f7Jr r.YJC1J
INORTIWINIEST A$$OCMil1!ID CONSULTANT$,, 1 4
5775 Wayzata Boulevard, Suite 555, St. Louis Park, MN 55416
Telephone: 952.595.9636 Facsimile: 952.595.9837 planners@nacplanning.com
MEMORANDUM
TO: Jeff Smyser
FROM: Alan Brixius
DATE: May 24, 2001
RE: Lino Lakes - Park and Trail Dedication
FILE NO: 194.02 - 01.03
BACKGROUND
At the May 23, 2001 City Council workshop, Council member Donna Carlson inquired how
the new per unit park dedication fee of $1,380 compared to current collections.
The current park dedication formula requires single family subdivisions to provide a 10
percent land dedication or 10 percent of the land value. This formula is shown below:
Cash
Average Land Average Density Contribution
Value (year 2001) (2.1 units per acrel Per Year
$28,000 X 10% = $2,800 T 2.1 = $1,333.00
The proposed park dedication of $1,380 is $47 higher than current collections. The
$1,380 was generated by assuming $2,614 per acre for commercial /industrial properties.
If the City Council wished to place a greater burden for park land dedication on residential
growth, an adjustment may be considered as follows.
This adjustment would serve two objectives: (1) The residential growth which stimulates
the greater park demand would carry more of the financial responsibility. (2) The lower
park charge on commercial /industrial lands will help in economic development efforts.
•
