Community National Bank <br />June 11, 2001 <br />Page 2 <br />c. Blend commercial redevelopment which is of a similar size and scale with <br />existing businesses and which is supportable by available markets. <br />The proposed use is or will be compatible with present and future land uses of <br />the area. <br />Finding: The Existing Land Use Map indicates that the subject property is <br />bordered by a commercial use to the south, vacant and to the east (across Lake <br />Drive), and residential uses to the north and west. The Proposed Land Use Map <br />guides the surrounding properties for commercial use. Therefore, expansion of <br />the bank use on this site is consistent with the future land use plan for this area. <br />3. The proposed use conforms with all performance standards contained herein. <br />Finding: At this time, the applicant is only requesting a rezoning. That application <br />appears to meet the standards for rezoning outlined in the City Code. However, <br />prior to actual construction of the proposed parking lot, the applicant must <br />receive approval of a site plan in compliance with all applicable performance <br />standards and combine this lot with that of the existing bank. <br />4. The proposed use can be accommodated with existing public services and will <br />not overburden the City's service capacity. <br />Finding: Rezoning this site from NB, Neighborhood Business District to GB, <br />General Business District will not overburden the City's service capacity. <br />However, this finding is contingent on the applicant combining this property with <br />the bank site. Creating an independent General Business lot in this location <br />could have other issues. <br />Nevertheless, the planned development of an additional parking area on this site <br />may affect the capacity of City service. Prior to issuance of a building permit, the <br />applicant will be required to receive approval of a site plan. During this review, <br />staff will more closely examine this development's effect on City services. <br />5. Traffic generation by the proposed use is within capabilities of streets serving the <br />property. <br />Finding: Rezoning this site from NB, Neighborhood Business District to GB, <br />General Business District will not have an adverse effect on traffic at the site. <br />However, the actual design of the parking lot may have an effect on future traffic <br />flow. Staff will more thoroughly examine traffic issues during the site plan review <br />process. <br />OPTIONS <br />1.
