• <br />• <br />• Wetland mitigation needed <br />• Infiltration basins indicated <br />• Implied Trail through a proposed greenway area(1992- 2001) <br />STAFF COMMENTS/ISSUES FOR CONSIDERATION: <br />• Good idea to ask for a conservation easement with signage in the area <br />directly east and west of the lake. Signage should be posted along <br />edge reminding "no mow /disturb" For this to work, there needs to be <br />covenants restricting use and providing for a management agency. A <br />minimum association fee should be set aside for management of this <br />area. A management plan should be developed. The management agency <br />should be the local environmental review board. <br />A Tree preservation plan has been submitted. A site visit and a bit <br />more detail may be needed. <br />• ..Shoreland Overlay district means that on a sewered lot, building <br />setback must be 150 feet from the ordinary high water level. This <br />needs to be verified. <br />• City Engineering has shown concern for the house pad elevations. Soil <br />may need to be imported to raise the pad elevations. Mr. Goerts has <br />indicated to me that they will need to fill only on two lots if a lift <br />pump can be installed near NE cul de sac <br />• .... The trail proposal through the planned greenway area (conservation <br />easement area) may have physical barriers at the area circled in red <br />on the enclosed GIS map. The county has indicated that they have <br />abandoned this idea. <br />• ...Infiltration areas are indicated on the North end, and a "Treed" <br />swale overflow on the south central side will be preserved. <br />COMPREHENSIVE PLAN REFERENCES: <br />ENVIRONMENTAL BOARD COMMENTS: The following is a summary of the comments <br />made by the March 28, 2001 Environmental Board: <br />Recommendations include all of the staff recommendations listed above in <br />project trac report to The Environmental Board on March 28th, and in <br />addition the Environmental Board made the following recommendations: <br />• Those cul de sacs proposed by the developer to be devoid of curbing <br />are allowed with surface water trained into retention swails along <br />side of the road. <br />• That the angle of the townhomes as positioned on the plan be opened up <br />if possible in the area between the water /tree swaile area on the <br />south side of the townhome area. <br />• That the Environmental Board advises that this is a High Ecological <br />Value Zone based on the City Environmental Inventory, and that wetland <br />should be buffered as much as possible. <br />Ilapxa_& P %peanov_Boap6 XZ2l_o zvo Aaxe6 <br />
