The current vacant Birch Street location lies in close proximity to the existing <br />Rice Lake Elementary and Centerville Elementary. Construction of another <br />school along Birch Street is seen as a duplication of facilities. <br />3. The proposed site's proximity to the Centennial Middle School allows the <br />elementary school to share facilities with the middle school (i.e., play equipment, <br />play fields). This allows the elementary school to be located on a smaller site thus <br />reducing the School District's investment in land acquisition and development of <br />on -site recreational facilities. <br />Rezoning <br />Existing Zoning: The 15 acre site is zoned L -I, Limited Industrial District and exists as <br />part of the Lake Business Park subdivision. The L -I Zoning District does not allow <br />elementary schools as an allowed use therefore mandating the rezoning request. The <br />proposed site lies within the Lake Business Park preliminary plat that was approved in <br />1998. The site being considered by the School District is isolated on the far west end of <br />the Lake Business Park preliminary plat by an existing wetland. This end of the <br />preliminary plat is intended to gain access to Lake Drive via a 1,150 feet long cul -de -sac. <br />The rezoning and subdivision would significantly reduce the needed cul -de -sac length for <br />the industrial park. <br />Proposed Zoning: The requested zoning for the 15+ acre parcel is PSP, Public /Semi- <br />Public District. The purpose of this district is described as follows: <br />This district is designed and intended to aid in guiding development <br />towards fulfillment of the Comprehensive Plan and to serve the following <br />functions: <br />1. To provide the community with properly located schools, colleges, <br />and health institutions. <br />2. To provide the community and properly located public services, <br />and utilities. <br />3. To provide the community with properly located open green space, <br />parks, playgrounds and recreational facilities. <br />4. To relate public and semi- public locations with thoroughfare <br />system. <br />The PSP Zoning District allows for public and private schools by conditional use permit. <br />At this time, only the zoning and subdivision requests are being considered.
