• <br />• <br />• <br />AGENDA ITEM 4A <br />STAFF MEMBER Daniel Tesch, Director of Administration <br />DATE 9 July 2000 <br />SUBJECT Twenty -Seven month Leave of Absence for Shawn Silvera <br />VOTE REQUIRED 3/5 <br />BACKGROUND <br />Officer Shawn Silvera and his wife have accepted positions with the Peace Corps in Honduras, and <br />will be departing 24 July 2001. This is a two-year assignment, with the Silveras returning in the <br />fall of 2003. Shawn has requested the city grant him an unpaid leave of absence in order that he <br />may return to the police department after his Peace Corp assignment. The city council would have <br />to make an exception to our current leave of absence policy. <br />It is the recommendation of Linda Waite Smith, and Chief Pecchia that an exception be made to <br />our current policy, and offer a twenty -seven month leave of absence to officer Silvera. <br />Shawn has been an asset to the department, both on the street and behind the scenes with his <br />knowledge of computers and our computer network. The experience that Shawn will acquire in <br />Honduras, specifically increased knowledge of the Spanish language, would be of value to Lino <br />Lakes as our community continues to diversify. <br />As this is not a single incumbent position, our plan would be to replace Shawn when he leaves this <br />summer. We would reincorporate him back into the department when he returns, given a vacancy <br />exists in 2003. It is assumed that continued growth of the community would merit at least one new <br />officer that year. Shawn understands however, there are no guarantees. <br />OPTIONS <br />1. Agree to Officer Silvera's request for a twenty seven -month leave of absence. <br />2. Deny his request. <br />RECOMMENDATION <br />Number One. <br />
