• <br />Saddle Club <br />July 9, 2001 <br />page 2 <br />agreement being signed. This would ensure that the right of way is acquired before <br />any site work begins. <br />2. The direction utilities will come from to serve the project: south down Old Birch St. <br />or east across Old Birch St. <br />City staff recommended extending the utilities to serve the Saddle Club Addition <br />from the west. This recommendation was made because it provides the most <br />economical solution to serving the proposed subdivision with sanitary sewer and <br />water. The east -west portion of Old Birch Street must be replaced regardless of <br />whether the utilities come from the west or the north to serve the Saddle Club. This <br />portion of the street will provide the access to the site and is currently in poor <br />condition. If utilities were extended from the north to serve the Saddle Club, then the <br />east -west portion of Old Birch Street would still need to be replaced and would <br />double the amount of street to be constructed. The cost to extend utilities from the <br />north is also more expensive because both the sanitary sewer and the watermain <br />would have to been jacked under CSAH 10 to get to the Saddle Club Addition. The <br />cost break down is shown in item number 8. <br />• 3. Further information on the need for and cost of constructing a cul de sac on the north <br />end of Old Birch St. <br />The north connection of Old Birch Street to CSAH 10 is currently unsafe. The site <br />distances at this location are inadequate and do not allow enough time for drivers to <br />safely pull onto CSAH 10. As part of the Saddle Club Addition the east -west portion <br />of Old Birch Street is being reconstructed to accommodate additional vehicle traffic <br />as well as directing traffic flow to a connection with CSAH 10 that has good sight <br />distances. City staff feel that this provides a good opportunity to close the north <br />connection. to CSAH 10 and construct a cul -de -sac. The majority of the existing <br />residents on Old Birch Street are in favor of constructing a cul -de -sac. The cost to <br />construct a cul -de -sac is approximately $10,000 if constructed within the existing 66- <br />foot right -of -way. <br />4. Information regarding the ability of Birch St. to handle project - generated traffic. <br />City staff believes that Birch St. (County State Aid Highway 10) can accommodate <br />traffic from the project. We are seeking information from Anoka County to confirm <br />or correct this assumption. We expect to have more information for the City Council <br />meeting. <br />• <br />
