• 09 -01 <br />Council Member introduced the following ordinance and moved its adoption. <br />CITY OF LINO LAKES <br />ORDINANCE NO. 09-01 <br />• <br />AN ORDINANCE AMENDING THE COMPREHENSIVE PLAN BY <br />ALLOCATING 8 ACRES OF MUSA RESERVE TO A PORTION OF THE <br />SADDLE CLUB PLAT <br />The City Council of the City of Lino Lakes, Anoka County, Minnesota does hereby <br />ordain: <br />Section 1. The City Council finds that the proposed project meets the City's Interim <br />MUSA Reserve Criteria as follows: <br />1. The request for MUSA is occurring concurrently with preliminary plat application. <br />2. The rezoning request is occurring concurrently with the MUSA request. <br />3. MUSA is adjacent to the site to the north and northeast. <br />4. The net acreage for the area to be included is 8 acres, and that is the MUSA request. <br />5. Roadways exist directly adjacent to the site. <br />6. The City has reviewed the proposal and there is no evidence of negative impacts to <br />the community health, welfare, or general safety. <br />7. The City has reviewed the proposal and there is no evidence of negative impacts to <br />the environment. The wetland plan was approved by the Rice Creek Watershed <br />District. <br />8. Utilities exist adjacent to the site. <br />9. The proposed development complies with the City's Infill Policy outlined by <br />Resolution No. 92 -85, because: allocation of MUSA reserve will put the site within <br />the MUSA; the development of the site has been analyzed for impacts on utility and <br />street system costs; the analysis determined that costs will be covered by assessments, <br />that operation and maintenance will not exceed normal costs, and there will be no <br />additional costs. <br />10. Existing roads are adequate to handle traffic from the 46 new proposed lots. <br />
