The Human Resources and Communications Manager reported that the recommended hire <br />under Item 3A, for the Public Work Maintenance Work position is Michael Cave. He brings <br />relevant maintenance experience from the City of Coon Rapids Public Works Department and a <br />background as a construction foreman. The hiring of Cave will backfill the Parks Maintenance <br />Worker vacancy that was created due to a resignation on April 16, 2026. The 2026 Adopted <br />Budget includes four full-time Parks Maintenance Worker positions. <br />The City Engineer reviewed Item 7A, Resolution No. 26-114, Order Project, Approve the Plans <br />and Specifications and Authorize the Ad for Bid, 2026, Trunk Watermain Project. She noted that <br />Lennar development company is allowing the City access across their property for this work. <br />The Community Development Director reviewed the Harvest Grange, ordinance amendment, <br />rezoning property from R, Rural to R-2, Two Family Residential and R-3, Medium Density <br />Residential. <br />The Community Development Director reviewed the bids received for the Otter Lake Road <br />Improvement Project. The low bid was submitted by North Pine Aggregate of Forest Lake, MN in <br />the base bid amount of $10,598,386.85. North Pine Aggregate has previously completed projects <br />in Lino Lakes. <br />The low bid was approximately $700,000 below the engineer's estimate and is within the <br />estimated budgeted amount and recommended for award. The estimated total project cost, <br />including construction contingency, engineering, right of way acquisition and roadway lighting <br />is $14,900,000. The project is being funded by several sources including Municipal State <br />Aid, Mn/DOT Local Road Improvement Grant, Area and Unit Fund, Surface Water <br />Management Fund and the City of Hugo. <br />The project will start in mid -to -late July, and the final completion date is fall 2027. <br />Mayor Rafferty and the City Council thanked staff for their work in securing a Minnesota <br />Department of Transpiration (MnDOT) Local Road Improvement Program (LRIP) grant in the <br />amount of $1,500,000 for the Otter Lake Road extension project. The grant award is scheduled <br />for acceptance this evening under Item 7D, Resolution No. 26-120, Approving Local Road <br />Improvement Program Grant Agreement, Grant Terms and Conditions. <br />The Community Development Director provided an overview of Item 7E(i), Resolution No. 26- <br />121, Approving Professional Servies Contract with JRM Construction, Construction Manger as <br />Agent. <br />The Community Development Director reported that Item 7E(ii), Resolution No. 26-108, <br />Approving Encroachment Agreement with Great River Energy, is not required to complete the <br />work and therefor has been struck from the agenda. <br />Page 2 of 3 <br />
