The Plan is only a guideline, not a blueprint. The ordinances will be a build out of the Plan. City Councils will have the final say as to how the City develops. He referred to a letter he received from a resident regarding a concern relating to accelerated dense population growth in Lino Lakes. He stated growth is not accelerated but has been out of control. He stated the City needs this Plan to stop that. The Plan allows for options. The 147 number of homes per year is a guideline. He stated he is not in favor of dense population growth. The Plan has kept the growth rate the same, cut the MUSA down, allowed for 2.5 average units per acre, and changed the definition of low, medium and high density. The revision of the density definitions changes the map completely. He stated he does not believe the Plan is a perfect plan but many compromises have been made and it is a good Plan. He read a statement regarding the amount of high density and what neighboring communities are doing relating to that issue. He noted the Council did not do any illegal spot zoning. A good Plan will be a tool for the control of growth. The Plan will not make everyone happy. He stated he is very enthusiastic about the Plan. She stated the Council has incorporated a lot from each Board and ordinances will make the Plan even better. If the Plan is not passed, the City is allowing things to get out of control again. The Plan has to be passed to keep growth on track. She thanked her fellow Council Members for being gracious to each other noting that at times the meetings were very emotional. She stated she believes the City has the best of everything with this Plan. Mayor Bergeson stated there has been some confusion between density and affordability. Concerns about densities is different than affordability. Everyone should be concerned about affordability and 8 •
