SSR & W Minor Subdivision <br />page 4 <br />Staff supports this minor change to the recommendation, and this is what appears in the <br />resolution as a condition of approval. <br />Conditions of Approval <br />1. A road easement shall be dedicated to the City that includes the 66' x 597' northern <br />parcel and the eastern 33 feet of the southern, 11 -acre portion. A revised survey <br />showing the right of way and a warranty deed for the right of way shall be submitted <br />and reviewed by the City before the City certifies the resolution or any deed or <br />document approving the minor subdivision. <br />2. Park dedication of $1665 shall apply and shall be submitted before the City certifies <br />the resolution or any deed or document approving the minor subdivision. <br />SUMMARY <br />Approval of the application as submitted is to forego an opportunity for implementation <br />of the City's long -range plan. If the City is to implement its long range plan, as <br />represented in the 2001 comprehensive plan, it must recognize opportunities to put <br />together the individual pieces. The 2001 comprehensive plan, the transportation plan <br />which is a key element, and the 1999 access management plan all point to providing for a <br />future road connection. This would provide safe access and circulation for existing <br />properties and for future development, if it occurs. The subdivision ordinance supports <br />this by prohibiting the creation of flag lots. <br />Access to the new lot will be from Main St. As long as this is the access intended by <br />both the City and the applicant, it is reasonable to make the access a public right of way <br />that accomplishes a number of public purposes. In addition, it provides continued access <br />to the adjacent property. <br />OPTIONS <br />1. Approve the minor subdivision as proposed. <br />2. Approve the minor subdivision with the conditions listed above. <br />3. Deny the proposed minor subdivision. <br />4. Return to staff with direction. <br />RECOMMENDATION <br />Option 2 <br />
