• <br />Staff is recommending the moratorium to protect the City until the ordinances are revised. <br />Scope of Moratorium <br />The scope of the moratorium is found in Section 3, Applicability. It would prohibit new <br />residential preliminary plats, residential rezonings, and allocating MUSA reserve for new <br />residential development. <br />Final platting of approved preliminary plats is allowed. <br />The moratorium does not apply in The Village. <br />Subdivisions that result in up to four lots would be exempt from the moratorium, unless they <br />need MUSA reserve acres. Therefore, minor subdivisions (lot splits) are allowed. Small plats of <br />four lots or less within the existing MUSA are allowed. The City can extend it <br />beyond that, if necessary. Staff plans to complete revisions to the subdivision and zoning <br />ordinances before the expiration date to avoid the need for an extension. <br />PLANNING & ZONING BOARD RECOMMENDATION <br />The Planning & Zoning Board conducted a public hearing on the moratorium ordinance on <br />December 12. The P & Z recommendation was not available to include in this report but will be <br />forwarded to the City Council as soon as possible. <br />
