PUD, Planned Unit Development District <br />BACKGROUND & REQUEST: <br />1\4�1- s <br />OCT 282003 <br />czy <br />Request of an amendment to the 2002 City of Lino Lakes Comprehensive Plan to allow the <br />development of the last phase of Marshan (a.k.a. the "Marshan Lake Townhomes") comprising <br />46 dwellings. The approximate four -acre site is situated on R4 High - Density Residential zoned <br />lands, portions of which were previously developed as an attached 134 unit residential <br />development. <br />Currently the site is partially developed with 2 older single family homes and number of out <br />buildings. The site is a prime in -fill site surrounded by commercial developments to the south, <br />phase one of Marshan townhomes to the east and north (Tier 3 density of 14.6 units per acre), <br />higher density Wenzel townhomes to the west (density of 10 units per acre), and existing <br />residential further to the west and north. <br />The site is constrained by several existing features including Lake Drive, an arterial street, to <br />the west and Aqua Lane to the south. These constraints prohibit street connections to the west <br />by limiting potential connection locations to Lake Drive. To the north, is a 5 acre park (3+ acres <br />dedicated as part of Marshan townhomes) and pedestrian connections to Marshan Lake to the <br />east. <br />As part of the initial review process, the site noted the future continuation of Marshan with <br />access onto an existing internal street. This proposed four -acre extension of Marshan has <br />been designed to include structures with ample open space separating each structure. Upon <br />development of this tier, the site will be fully developed. <br />The overall goal of the project has been to design an attached single - family complex that meets <br />or exceeds the intent of many of the principles and policies of city plan. The project has been <br />designed around an intemal drive, built to City standards, parklands previously dedicated as <br />part of it's initial filing, Marshan Lake and storm water improvements all built as part of the initial <br />•Marshan development. The plan also includes pedestrian walks with lawn and trees. <br />The continuation of the last phase of Marshan includes attached single - family residential <br />buildings similar in scale and setback to developed Marshan town homes. Marshan was initially <br />developed with tiered density allowances . of up to fifteen (15) dwellings per acre as allowed by <br />the R4 zone, this phase will have an approximate density of eleven (11.35) dwellings per acre. <br />Thereby, with just over eleven dwelling units per acre, it complies with current R4 zone <br />Marshan Second <br />Comprehensive Plan Amendment, CUP, PUD and Site Plan Request <br />October28, 2003 <br />2 <br />
