The majority of this group is made up of the <br />city's senior management team, and no employees in this group are compensated for <br />overtime. Staff is recommending that these employees receive the same 2004 annual <br />adjustment currently being negotiated by the city's four unions: 2 %. <br />In addition, staff is recommending market adjustments to salaries for positions that are <br />below the average for similar size metro area cities (population 10,000 — 25,000): Public <br />Safety Director, 2.65 %; and Public Works Superintendent, 2.9% Community <br />Development Director, 1.17 %, Director of Administration 0.53 %, Office Manager in <br />Public Safety 3.66% and City Clerk 0.94 %. None of these positions received a market <br />adjustment in 2003. This amount keeps us within budget. <br />This approach to salary implementation is the approach we have taken for several years, <br />and is the approach are taking as we continue to negotiate our four union contracts. <br />Non -union employees traditionally receive the same health care benefits as unionized <br />employees. For 2004 this is 100% coverage of the premium for single coverage and <br />$660.28 plus one -half of any increase in family coverage. <br />OPTIONS: <br />1. Approve the proposed 2004 non -union salary increases. <br />2. Decline to approve the proposed 2004 non -union salary increases. <br />3.
