Community Design & Architecture <br />• Site and design buildings and landscaping for convenient walking distances, enhanced <br />pedestrian routes, and human comfort and safety. <br />• Avoid pedestrian routes dominated by parking lots or blank walls. <br />• Encourage architectural diversity. Emulate Minnesota's architectural traditions and scenic <br />beauty. <br />• Encourage energy conservation through architectural features, such as shading devices, <br />natural ventilation, and interior daylighting. <br />• Maintain high standards of quality in the construction of building and site features. <br />• Respect adjacent residential neighborhood and emphasize compatibility through design. <br />Infrastructure <br />• Provide streets that create comfortable walking environments while also allowing safe <br />vehicular movement. <br />• Establish a network of interconnected local streets throughout the Town Center and extend <br />pedestrian connections to surrounding areas. <br />• Generate less automobile traffic than development with segregated land uses by bundling <br />complementary destinations within a walkable district, and by encouraging transit use. <br />• Make new information technologies part of the Town Center's infrastructure and encourage <br />its integration within civic and private uses. <br />• Utilize naturalized, low -cost solutions for drainage throughout the area and avoid "concrete, . <br />iron, and steel" solutions. <br />Administration <br />• Strive for the timely and orderly implementation of the Town Center through clear, concise <br />standards. <br />• Establish standards that are consistent with the City's Comprehensive Plan <br />• Continue to address community concerns as expressed through letters, public comments, and <br />workshops. <br />DRAFT - 2/6/04 10 PAGINATION TO BE ADJUSTED <br />
