• AGENDA ITEM 4b <br />• <br />• <br />STAFF ORIGINATOR: Dan Tesch, Director of Administration <br />MEETING DATE: 8 March 2004 <br />TOPIC: Consider Contract Settlement for AFSCME <br />VOTE REQUIRED: 3/5 <br />BACKGROUND: <br />AFSCME represents our clerical and technical employees. As with all other employee <br />groups, we are recommending an annual adjustment of 2 %, with certain market <br />adjustments. When analyzing market conditions, we look at twin cities metro Group VI <br />cities (population 10,000 — 25,000). A salary spreadsheet is attached. This approach to <br />salary implementation is the approach we have taken for several years, and is the <br />approach we are taking as we continue to negotiate our remaining union contracts. <br />In addition to wages, we have agreed to the following contract amendments: <br />• Request for job analysis will be responded to within 90 days. <br />• 2004 Family Insurance contribution of $660.28, plus half the increase in the <br />premium for 2005. <br />• Establishment of a Post Retirement Health Savings Plan (employee funded). <br />OPTIONS: <br />1. Approve the proposed two -year 2004 -2005 contract. <br />2. Decline to approve the proposed 2004 -2005 contract. <br />3.
