These guidelines are intended to create buildings with a human scale, making the development more pedestrian - friendly and a pleasant place to walk. Energy Conservation and Climatic Response. The effects of the Minnesota climate can be mitigated through intelligent building design configuration and landscape treatments. The requirements contained within these categories will be incorporated into the building design throughout the development. Master Grading and Drainage and Erosion Control Plan The City's engineering consultant SEH, Inc., has prepared a preliminary Grading, Drainage and Erosion Control Plana Runoff from the site currently drains to the south and east and ultimately discharges to Marshan Lake and George Watch Lake. The development proposes to construct a drainage system within all the street improvements and parking areas to convey runoff to proposed ponding areas and infiltration cells (green space or underground storage chambers). Subsurface chamber technology takes advantage of the soil's inherent filtration and renovation capabilities to store and treat storm water runoff while providing the flexibility to plan for additional buildings and green space. To maximize pollutant removal efficiencies, the water quality control structures will be designed and constructed according to NURP, the City of Lino Lakes, and Rice Creek Watershed District standards. Storm water rate control and treatment will occur prior to any storm water being discharged to receiving water bodies. Therefore, water quality in the receiving waterbodies will not be adversely impacted. Treated storm water will either be naturally infiltrated into the groundwater or will be discharged to existing wetland basins located on and /or adjacent to the site. Water from these wetlands eventually will enter George Watch Lake, Marshan Lake, and the ` remainder or the Rice Creek Chain of Lakes system. Master Utility Plan The development is proposed to be serviced with public sanitary sewer and water utilities. The sanitary sewer service will be provided by the existing trunk sanitary sewer main that runs within both Town Center Parkway and Village Drive. The sanitary sewer laterals will be extended through the site. Water service will be provided by the existing trunk water main that runs within both Town Center Parkway and Village Drive. The water laterals will be extended through the site. A trunk line will be extended northerly across I -35W to provide a planned improvement to the City's water system. 10
